 What the RAISE Act Will Do:

    • The RAISE Act requires major developers of Frontier AI models to complete safety audits, report potential harms, and ensure oversight before deployment guarding against catastrophic misuse, cyberattacks, and large-scale discriminatory impacts.

    • The RAISE Act requires companies to share safety and security protocols with the Attorney General’s Office and the Division of Homeland Security and Emergency Services, and to make redacted versions publicly accessible. Transparency helps the government and the public understand risks and prevents secrecy that could lead to abuse or other preventable incidents.

    • The RAISE Act provides legal protections for employees in AI labs and tech companies who witness and report unsafe or unethical practices enabling early detection of dangers from data misuse to civil and human rights violations.

    • New York has led on privacy, labor, and education. The RAISE Act continues that leadership, ensuring innovation serves the public good, not just corporate profit.

    • AI increasingly shapes decisions about jobs, education, healthcare, housing, and law enforcement. Without guardrails, systems can replicate bias, displace workers, and harm children and vulnerable communities. The RAISE Act requires the transparency, ethics, and accountability needed to build trust.
